The Master Plan for this HOPE VI revitalization project replaced the old Columbia Villa public housing in the Portsmouth neighborhood near downtown Portland, with a vital new community that has a mix of housing types and income levels. New Columbia is integrated into the surrounding community through its street patterns and architecture. It provides community services, recreation and educational amenities to both residents and neighbors. The project scope included managements of the urban design development, masterplanning, sustainable development and construction technology for commercial and public housing. Design guidelines were created for future private developer housing.
